Chicago Limo & Livery Compliance Requirements: The 2026 Guide
Running a chauffeured fleet in Chicago means answering to three levels of government at once โ the City (BACP and the Department of Finance), the State of Illinois, and federal DOT rules for your CDL drivers. This guide lists every recurring license, inspection, and tax a livery or charter operator carries in 2026, including the Ground Transportation Tax change that took effect July 1, 2026 and what O'Hare and Midway actually require (less than most operators think).
One thing that surprises out-of-state operators
Illinois has no state-level operating authority for black-car or charter service โ prearranged limousine and charter operations are exempt from Illinois Commerce Commission licensing (625 ILCS 5/18c-6102). The regulatory weight sits almost entirely at the city level, with Chicago's Business Affairs & Consumer Protection (BACP) department running the show.

Every licensed vehicle also needs its Illinois Certificate of Safety โ a semi-annual inspection at an Illinois Official Testing Station. Illinois defines "limousine" broadly (625 ILCS 5/1-139.1): all first-division vehicles used for prearranged hire, sedans included, are on the six-month inspection cycle.
Driver licenses
- Chicago Public Chauffeur License (MCC 9-104): required for livery and charter/sightseeing drivers. Two-year term, $40; new applicants complete a BACP-approved training course and written exam.
- CDL threshold: Illinois follows the federal trigger โ a CDL with passenger endorsement for vehicles designed for 16+ persons including the driver. Drivers of 10+ passenger vehicles for compensation must be 21+ with a year of experience.
- DOT medical card: Illinois requires one for drivers of vehicles designed for 8+ passengers including the driver โ CDL or not (625 ILCS 5/18b-101).
- CDL drivers additionally carry the federal stack: medical certificate, annual FMCSA Clearinghouse query, random drug & alcohol testing pool membership, and a Driver Qualification File.
The Ground Transportation Tax โ changed July 1, 2026
If you hold City of Chicago livery (LY) plates, your GTT changed two weeks ago. Effective July 1, 2026, city LY plate holders pay a flat $98.00 per month per plate, no longer file GTT returns, and are no longer auto-charged $3.50 per airport-pickup day (Department of Finance release, June 18, 2026). If your bookkeeper is still filing returns or accruing per-pickup, it's time for a chat.
The change does not cover everyone:
- Suburban-based livery stays on the old regime: $3.50 per vehicle per taxable day, auto-charged for each day a vehicle picks up at a Chicago airport, plus the annual form 7595 filing.
- Charter buses stay on daily tiers: $6.00/day (11โ24 seats) or $9.00/day (25+ seats) under MCC 3-46-030.
- Suburban and out-of-state operators also need free annual GTT/MPEA registration emblems per vehicle (via a Department of Finance IRIS account); Chicago-licensed fleets are registered automatically through BACP.

The MPEA Airport Departure Tax โ not a flat $4 for everyone
Departures from O'Hare and Midway carry the MPEA Airport Departure Tax (form 8500), levied on the business, not the passenger:

The widely quoted "flat $4" is only true for sedans and livery vehicles โ charter and bus operators pay the capacity tiers (70 ILCS 210/13(f)).
The O'Hare permit that doesn't exist
Ask around and you'll hear that prearranged operators need a "CDA ground transportation permit" or an AVI transponder to pick up at O'Hare. We could find no such landside requirement in any primary source. The Chicago Department of Aviation's vehicle regulations and permits govern the airfield โ inside the security perimeter โ not the curb. For a prearranged livery or charter operator, airport access is simply: your BACP license (or suburban DOF emblems), the two tax regimes above, and the conduct rules โ every trip prearranged, no soliciting passengers inside any Chicago airport (MCC 9-114-280), and staging only in City-designated areas.
