Do Limo Drivers Need a CDL in Illinois?

When is a CDL required for a limo driver in Illinois?
Illinois follows the federal commercial-driver rules. Three Illinois-specific rules sit underneath the CDL line — none require a CDL, but they catch drivers who assume "no CDL" means "no requirements":
- More than 10 passengers, for compensation: no CDL, but the driver must be at least 21 with a year of driving experience (625 ILCS 5/6-104).
- 8 or more passengers including the driver: a DOT medical card is required even without a CDL (625 ILCS 5/18b-101).

Do new limo CDL drivers need ELDT training?
Yes — if they're earning the CDL or the passenger endorsement for the first time. Since February 7, 2022, a first-time applicant for a CDL or a passenger (P) endorsement must complete FMCSA-approved Entry-Level Driver Training (ELDT) from a provider on the federal Training Provider Registry before taking the skills or knowledge test. It's a one-time requirement, not a renewal.
Does Chicago require anything beyond a CDL?
Operating in Chicago, every livery and charter driver also needs a Chicago Public Chauffeur License (MCC 9-104) — a two-year, $40 BACP license with a training course and written exam for new applicants.
