What compliance does a Chicago limo operator need?
At the city level, a BACP livery or charter vehicle license and a Chicago Public Chauffeur License for each driver; from Illinois, a Certificate of Safety inspection every six months; and for CDL drivers the federal stack — medical card, Clearinghouse queries, and a random testing pool. Illinois has no separate state operating authority for prearranged service.
How often are Chicago livery vehicles inspected?
Every six months. Illinois requires a Certificate of Safety inspection semi-annually at an Official Testing Station, and the definition of "limousine" is broad enough to include sedans in prearranged service.
What changed with the Chicago Ground Transportation Tax in 2026?
As of July 1, 2026, City of Chicago livery (LY) plate holders pay a flat $98/month per plate and no longer file GTT returns or pay per-airport-day charges. Suburban and charter operators were not affected.
Do I need a permit to pick up at O'Hare?
No. There is no Chicago Department of Aviation landside permit or transponder requirement for prearranged livery and charter pickups — you need your BACP license (or suburban DOF emblems), the two tax regimes, and to follow the airport conduct rules.
