What Changed in the Chicago Ground Transportation Tax on July 1, 2026
As of July 1, 2026, City of Chicago livery (LY) plate holders pay a flat $98.00 per month per plate in Ground Transportation Tax, stop filing GTT returns entirely, and are no longer auto-charged $3.50 for each day a vehicle picks up at O'Hare or Midway (Department of Finance release, June 18, 2026).
Who's included โ and who isn't
| Operator | After July 1, 2026 |
|---|---|
| City LY-plate livery | $98/month flat per plate. No returns. Airport-day auto-charges ended July 2. |
| Suburban / out-of-state livery | Unchanged: $3.50 per vehicle per taxable day, auto-charged on airport-pickup days, annual form 7595 still due. |
| Charter buses & vans | Unchanged: $6.00/day (11โ24 seats) or $9.00/day (25+) under MCC 3-46-030. |
What to actually do
- City operators: stop accruing per-day GTT and make sure your bookkeeper isn't still filing returns. Payment is annual (due July 15, 2027 for 1โ2 plates; quarterly for 3+).
- Suburban operators: nothing changed for you โ a common misreading. The $3.50 airport-day charges continue, and stopping your 7595 filings would be an expensive mistake.
- Everyone: the MPEA Airport Departure Tax is untouched โ $4 per livery departure, $18/$36/$54 per bus departure by capacity.
