Why LA airports can require a permit (but the city can't license you)
It's the same statute that frees you from city licensing that lets airports charge you. Public Utilities Code §5371.4 bars cities from licensing limos, but subsections (b) and (c) expressly allow an airport to require an airport permit and to charge trip fees for access. So there's no LA city limo license — but there is very much an LAX permit.
LAX — the full requirement
To pick up prearranged passengers at LAX you need an active CPUC TCP and a LAWA Non-Exclusive License Agreement (NELA) with a per-vehicle permit. Each permitted vehicle must carry a LAWA-issued AVI transponder that automatically records and deducts your trip fees, a year-coded windshield decal (LAWA is issuing green 2027 decals now), and the operator must keep insurance approved by LAWA Risk Management on file. An expired-year decal makes the vehicle unauthorized and subject to citation and impound.

LAWA's canonical access-fee schedule PDF is still headed "As of 8/1/2018," but the $5/$8 per-trip and $150 fees are re-confirmed verbatim on LAWA's current Ground Transportation FAQ and its December 2025 billing fact sheet, so these are the live 2026 amounts. Where prearranged cars pick up at LAX
Prearranged limos and town cars are not part of LAX-it — that curbside lot serves only taxis, Uber X, Lyft, and Opoli. Limousines pick up curbside in the Central Terminal Area, on the outermost curb of the first (arrivals/baggage-claim) level, after staging in the Commercial Vehicle Holding Lot. LAX is mid-construction on its people mover, so verify exact curb zones against current LAWA signage before relying on a specific spot.
