What licenses does a NYC for-hire operator need?
Three layers: a TLC base license for the company, a TLC FHV license for each vehicle affiliated to that base, and a TLC driver license for each driver — all on top of the NYS DMV license and commercial registration.
How much is a TLC base license?
$1,500 for a three-year term (RCNY Ch. 59 §59B). Luxury-limousine and livery bases must also affiliate at least 10 vehicles — or 5 if one is wheelchair-accessible — to hold and renew the license.
How often does the TLC inspect for-hire vehicles?
Three times a year — at least once every four months, at $75 each. A base may not dispatch a vehicle that has missed its inspection. Stretch and 10+ seat vehicles are inspected twice a year by NYS DOT instead.
What does a NYC TLC driver license cost?
$252 for a three-year license, plus a $34 LabCorp pre-license drug test. It requires a valid NYS DMV For-Hire Class E license (or a CDL for larger vehicles) and a minimum age of 19, and renews separately from the DMV license.
